Why is poppy not viable

I play poppy on everything and thats how i got tier 7 but i dont know if it Asked by HW on November 23, I have been playing Garen and Poppy a lot. I want to play more champs like them what is your guy's suggestions. I love having the option to play a tank or bruiser depending on the items I buy.
